APPG for English Parliament

Summary

The UK faces a historic crossroads, grappling with economic stagnation, underinvestment, and diminishing global influence. Yet it retains world-class assets: a thriving tech sector, top universities, a strong legal framework, and growing momentum in sustainability and innovation. To harness this potential and address systemic challenges, The Horizon Institute UK proposes the creation of an All-Party Parliamentary Group (APPG) on Innovation, Sustainability and Technology. This cross-party forum will connect MPs, industry leaders, academics, and civil society to shape long-term, forward-thinking policies that ensure inclusive, sustainable, and technology-driven growth for Britain.

  • Economic Stagnation: The UK has endured 15 years of low productivity and wage growth, falling behind global peers.
  • Underinvestment: Chronic public and private sector underinvestment in R&D, skills, and infrastructure.
  • Inequality & Regional Imbalance: One of the highest Gini coefficients in Europe, with significant regional disparities and social exclusion.
  • Outdated Policy Frameworks: Regulation lags behind technological change, weakening competitiveness and trust.
  • Short-termism: Policy and media cycles prioritise headlines over systemic reform, undermining strategic progress.
  • Loss of Global Edge: UK firms and IPOs are migrating abroad, innovation hubs are slipping behind global counterparts.
  • The proposed APPG on Innovation, Sustainability and Technology will:

    • Convene cross-sector expertise to inform policymakers and drive proactive, long-term strategy.
    • Focus on four pillars: Assessing emerging technologies, mitigating risks, incentivising growth, and fostering collaboration.
    • Promote inclusive innovation with a focus on talent, education, DEI, regional levelling up, and child/vulnerable protection.
    • Bridge public-private action to modernise governance, drive sustainable economic development, and position the UK as a global leader.

    Convened by The Horizon Institute UK, this APPG will not be a passive talking shop—it will be a 'do tank', catalysing evidence-led, inclusive, and impactful policy innovation at the heart of Parliament.
